Harmony provides software and services aimed specifically at meeting the needs of government and private provider agencies in the collection, processing, and reporting of Substance Abuse information to meet the evolving Substance Abuse Prevention and Treatment (SAPT) Block Grant reporting requirements and the client and facility level detail demanded by the National Outcomes Measures initiative. 

There are many challenges that substance abuse agency administrators face in meeting the ever-growing demands for data; data that demonstrate the efficiency of expenditures, while minimizing the administrative reporting burden and maximizing the effectiveness of client services.  State substance abuse agencies require a system to meet the needs stated above, and provided the following objectives for the project as well:

Solution Overview

Harmony’s Substance Abuse solution (Harmony SA) is designed for states who wish to implement an integrated management information system that will support the specific responsibilities of substance abuse agency administrators at the state level, including the development, coordination, and management of treatment and prevention services.  

Key Harmony Substance Abuse Key Components

  • Integrated Case Management: Harmony provides the ability for central office, regional staff, and providers to track clients from initial referral through final discharge.  Data is easily shared across providers, regional offices, and central office staff, with multiple levels of security enforced by roles. 
  • Enhanced Provider Management: Harmony improves resource allocation, contracting with community based organizations, and monitoring of service contracts as well as supporting the statutory regulation of community based programs.   
  • State Wide Provider Access: With providers logging into Harmony, services can be monitored and treatment availability can be coordinated in real time across the state, resulting in maximized service usage.  Providers can manage waiting lists, analyze service capacity and usage to optimize service delivery.  Harmony eliminates duplicate data entry from provider system to Harmony by allowing providers to electronically upload forms such as admission and discharge assessments and claims.
  • Unparalleled Financial Management: Harmony allows agencies to track the budgets for federal, state, and local funding sources.  Harmony automatically determines the appropriate funding sources for each claim, based on client eligibility at the time of service, budget availability, and the most appropriate funding source(s) based on the service.  Harmony sends and receives HIPAA transactions such as the 837 and 835, and interfaces with Medicaid and general ledger systems.
  • Compliance with Federal Reporting: Harmony provides numerous standard reports, data warehousing, dashboards, ad hoc reporting tools, and supports TEDS and NOMS reporting to SAMSHA.
