Across the country, human services offices administer more than 300 different programs, covering a broad spectrum of activities that address a complex set of issues for a diverse client population.  Programs operating at state or local levels usually focus on a single service or functional area, with little or no connection to other programs addressing other service areas, despite the fact that both may serve the same consumer or client base.  Unfortunately, most information technology (IT) systems mirror this set up, resulting in a series of “siloed” IT systems which effectively prevent data integration, information sharing, or consolidation of data and procedures.  The result is an inability to acquire a comprehensive or consolidated view of a client across all program areas to maximize outcomes for that client.  The redundancy compromises efficiency, hinders service delivery, complicates reporting, and negatively impacts consumer care.
